The Independent Commission on Infrastructure (ICI) has begun turning over documents to the Office of the Ombudsman after President Ferdinand Marcos Jr. announced that the commission had already fulfilled its mandate.
Two police trucks carrying documents related to the investigation of alleged anomalies in flood control projects arrived at the Ombudsman’s office in Quezon City on Thursday, March 12.
The ICI was established through Executive Order No. 94 on September 15, 2025. The order provides that the commission may be dissolved once it has accomplished its objectives.
Overall, the commission conducted hearings, received testimonies, and reviewed evidence before recommending the filing of cases as a fact-finding body, coordinating with the Ombudsman or the Department of Justice.
On February 6, the commission submitted its 125-day report to Malacañang. The report led to the filing of cases against more than a dozen individuals, including former lawmakers and officials of the Department of Public Works and Highways (DPWH), and the freezing of assets worth about ₱25 billion.
In total, the ICI has issued nine referrals recommending criminal and administrative charges against 65 individuals, including officials from the DPWH, the Commission on Audit, and several contractors.
At present, only ICI Chairperson Andres Reyes remained in the commission after Commissioners Rogelio Singson and Rossana Fajardo resigned in December.
