The Bureau of Internal Revenue (BIR) on Monday filed a tax evasion complaint with the Department of Justice (DOJ) against former presidential spokesperson Harry Roque, his wife Mylah Reyes Roque and associate Percival Sazon Ortega.
The case centers on alleged violations involving Biancham Holdings and Trading Inc., a company previously owned by the Roques and linked to Lucky South 99, a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga, that was raided by authorities in June 2024.
According to the BIR, the respondents failed to file required tax returns and pay taxes due on a transfer of shares and an increase in authorized capital stock, resulting in a deficiency of more than ₱3.35 million including surcharges and interest.
“The Bureau found probable cause to charge the Roques and Ortega with willful attempt to evade taxes under Section 254, and failure to file tax returns under Section 255, of the National Internal Revenue Code of 1997, as amended,” the BIR said in a statement.
The DOJ has yet to announce whether the complaint will proceed to a preliminary investigation.
Roque left the Philippines last September 2024 and is currently in Europe seeking asylum. An arrest warrant was issued in May 2024 by an Angeles City court over a qualified human trafficking case tied to Lucky South 99, an allegation he denies.
No court ruling has been issued on the tax complaints, and those named are presumed innocent unless proven guilty.
